Background
The contract is issued by the U.S. Army Corps of Engineers (USACE) for the Covington Emergency Levee Repair project located in Covington, Kentucky. The mission of the USACE includes providing vital engineering services to strengthen the nation's security, energize the economy, and reduce risks from disasters.

The goal of this contract is to design and construct slope stabilization and outlet pipe repair on the Licking River, addressing critical infrastructure needs to enhance flood protection.

Work Details
The scope of work includes several key tasks:
1. **Design**: Complete all design efforts required for the Covington Emergency Levee Repair, including site surveys and necessary permitting.
2. **Remove Existing Outlet Pipes**: Remove existing outlet pipes including a 12-inch HDPE pipe, a 30-inch CIP pipe, and a 36-inch CMP pipe as per contract specifications.
3. **New Outlet Pipe**: Construct a new 30-inch solid wall HDPE outlet pipe encased in 12 inches of Controlled Low Strength Material (CLSM), including a headwall with a ductile iron flap gate and riprap erosion protection.
4. **New Wall System and Site Work**: Mobilization and demobilization, preparatory work, construction of the wall system, site restoration including gravel path restoration disturbed during construction, erosion control measures to prevent erosion outside contractor work limits, and site seeding.

Place of Performance
The construction projects will be performed in Covington, Kentucky, specifically along the Licking River at station 172+87 on the Covington levee system.
