You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center's (GSFC) solicitation. The principal purpose of this requirement is to provide all hardware, materials, facilities, services, labor, equipment, analyses and management activities necessary for the preliminary design, final design, fabrication, integration and testing, delivery and post-delivery support of the Spin Eject Mechanism. The Statement of Work, Attachment A, describes the scope of the requirement.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 336414 and the small business size standard is 1,250 employees.

This competitive procurement will result in a Cost-Plus-Fixed-Fee (CPFF) completion contract. The delivery period of this contract shall be the effective date of the contract through 27 months. The anticipated contract award date is no later than March 2022. The contract will be performed offsite at the Contractor's facilities.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government's right to award a contract without discussions.

In order to control and protect sensitive data owned by both the Government and Government Contractors, it is Goddard Center policy that all procurement-related documents be released in Adobe Portable Document Format (PDF). Offerors shall be aware that while our procurement-related documents included in the RFP are in PDF format; the Offeror's Price Volume proposal submitted in response to this RFP shall be in the Microsoft Office Excel format.

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.beta.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

This RFP does not commit NASA GSFC to pay any proposal preparation costs, nor does it obligate NASA GSFC to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than Tuesday, October 12, 2021 by 3:00 pm ET. Proposals shall be submitted electronically via NASA's Enterprise File Sharing and Sync Box (EFSS Box) in accordance with Provision L.9.

In accordance with NFS 1815.201(f), a Blackout Notice has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.

Background
The solicitation is for the MARS SAMPLE RETURN (MSR) CAPTURE, CONTAINMENT AND RETURN SYSTEM (CCRS) EARTH ENTRY SYSTEM (EES) SPIN EJECT MECHANISM (SEM). The purpose of Amendment 5 to solicitation 80GSFC21R0039 is to extend the due date for proposal submission from 5/12/2022 to 5/26/2022. All other terms and conditions remain unchanged.

Work Details
The Contractor shall provide the personnel, materials, and facilities necessary to perform the work and furnish the items specified in the Supplies and/or Services To Be Provided clause of this contract in accordance with Attachment A, Statement of Work, Attachment B, Requirements Specification, Attachment C, Deliverable Items List and Schedule, and Attachment D, Mission Assurance Requirements. The Contractor shall identify all equipment to be delivered using NASA Technical Handbook (NASA-HDBK) 6003. The Contractor shall submit monthly progress reports of all work accomplished during each month of contract performance. The Contractor shall prepare and furnish a Material Inspection and Receiving Report (DD Form 250 series) at the time of each delivery to NASA under this contract.
