Market Research RFI: USAFA COMPASS Requirement

MARKET RESEARCH REQUEST FOR INFORMATION: 10 CONS at the United States Air Force Academy is seeking feedback in the form a of request for information regarding the attached draft performance work statement (attached) for USAFA's Cadet Operation Management Planning and Admission Support System requirement. Specifically, we seek feedback on the questions listed below. 1. Does your organization have experience managing the complexities of a student information system in support of a military university? 2. Does your organization have experience maintaining a student information system which must comply with Family Educational Rights and Privacy Act? 3. What factors set your organization apart from other industry leaders in the management of a student information system? 4. Could an organization with fewer than five years of experience provide the level of support required by the draft performance work statement (PWS)? 5. How would your organization set up its team in order to support USAFA's Cadet Operational Management Planning and Admission Support System (COMPASS)? 6. Based on the information contained in the draft PWS, how would your organization breakout the skill levels of the software developers assigned to the resultant contract? 7. Based on the average workload data (Cyber security administration, infrastructure operations, Service Desk/incident management, Data warehouse, DoDAF Architectures & Change request implementation (software development)) identified in the draft performance work statement, excluding the optional tasks, how many full-time equivalent positions, and what labor mix would your organization propose for the USAFA COMPASS requirement? 8. How quickly could your organization staff, and start performance of the optional tasks identified in the draft performance work statement once executed? 9. Do the Complexity Descriptions identified in Table 5 of the draft performance work statement align with industry terminology for the following environments: Peoplesoft's Campus Solutions, data warehouse, Blackboard, Simplicity, Infosilem, etc.?" 10. Is your organization able to offer competitive long-range (up to five years) pricing for the software licenses identified in the draft performance work statement? 11. Does your organization have a minimum of five years of experience providing student information system support for requirement with a similar or larger scope and complexity? 12. In dealings with comparable universities, are there aspects of our PWS that you would normally see that are missing in our PWS? 13. Is your organization interested in submitting a proposal for the USAFA COMPASS requirement?
