Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a cost plus
fixed fee contract on a sole source basis to Peraton, Inc. under the under the statutory
authority of 10 U.S.C. 3204(a)(1) as prescribed by FAR 6.302-1, "Only One Responsible
Source and No Other Supplies and Services Will Satisfy Agency Requirements."

Peraton Corp. will be tasked with providing the necessary personnel to support the
Navy's Marine Mammal Program (MMP) located at Naval Base Point Loma, San Diego
California. Services under the resulting contract will include (1) engineering design and
production of specialized marine mammal support systems, (2) transport of marine
mammal systems, and (3) maintenance, troubleshooting, and repair of specialized
marine mammal support systems, sometimes in austere operational environments during
deployments. This includes a 12 month base and four (4) 12 month option terms.
This is not a request for quotes. Any interested party that believes it is capable of
meeting the requirement described herein may submit a capability statement. Capability
statements received will be evaluated to determine technical merit. Responses must be
submitted in writing via email no later than 4:00PM PDT on 03 January 2024. Telephone
responses and requests will not be accepted. A determination by the Government not to
compete the requirement based on responses to this notice is solely within the discretion
of the Government. Contracting by Negotiation under FAR Part 15 applies.
