This Request for Information (RFI) is issued to determine the market of sources, able to provide sustainment and maintenance of the Marine Corps Enterprise Logistics Support Systems (ELS2) and seeks the following. Provide feedback on the enclosed DRAFT Performance Work Statement (PWS) as to whether it provides sufficient information to ensure that all potential Offerors may propose solutions to ensure optimal systems operation for our end-users. PMW 230 LIS Program Management Office seeks to determine from potential offerors a rough order of magnitude (ROM) pricing for their proposed effort, their level interest and their self-assessment as to their capability to meet the requirements. The Government will use the information collected from this market research to determine an optimal strategy for this requirement, should it come to fruition. The Government will not reimburse respondents for any cost(s) associated with submission of the information being requested. Feedback provided will be used to enhance and clarify the documentation solely in the preparation of the Government's acquisition strategy, therefor no feedback provided in response to this RFI will be published. The Government is interested in all potential industry sources that can provide an integrated solution that meets all stated requirement. The Government is not looking to be presented with multiple, independent solutions or sources able only to fulfill portions of this requirement.
Background
ELS2 is a family of Information Technology (IT) systems and applications providing crucial supply, provisioning, maintenance, stock control, war planning, readiness, warehousing, and decision-support capabilities to the Marine Corps Supply and Maintenance Community, all Marine Expeditionary Forces (MEFs), Marine Corps Reserves, and the Marine Corps Logistics Community. ELS2 capabilities support Marine Corps Operating Concepts for the 21st century.
The PMW 230 LIS serves as the focal point for and project management of existing, new, or emerging ELS2 Logistics Automated Information Systems (AISs) listed in ELS2_Attach_2_Systems and Descriptions_17Apr2017_v1f. As such, it operates as the Software Support Activity (SSA) for designated Marine Corps Enterprise Level AIS and performs a variety of other activities that are designed to place the Marine Corps in a more advantageous strategic position to accomplish its worldwide mission.
System changes are driven by many factors, including Department of Defense (DoD), Department of the Navy (DoN), and U.S. Marine Corps policy, including logistics and cybersecurity policies; fiscal compliance requirements; user requirements; and technology changes. System updates are implemented using Change Requests (CRs) managed through the LIS PdM Configuration Management process.
The intent of this RFI is to confirm the availability of effective PDSS solutions based on industry best practices that support continuous system improvements and achieve cost efficiencies. The ROM pricing will help determine the affordability of undertaking an effort such as this. Additionally, comments received will assist in clarifying documentation.

Objective:
The overarching objective for this effort is to provide sustainment and maintenance of the ELS2_Attach_2_Systems and Descriptions_17Apr2017_v1f to ensure optimal systems operation for end-users. This will include ELS2 PDSS Project Management Support, Cybersecurity, Software Maintenance, System Operational Availability, Service Desk Support, Ad Hoc Reporting requirements, System Administration Services, Development Environment Hosting and Sustainment, and Mainframe Application Database Administration (DBA). Also included are the following efforts: War Reserve System (WRS) Marine Corps Requirements Oversight Council (MROC) Changes, Military Equipment (ME) Stratification, and Marine Interactive Computer Aided Provisioning System (MICAPS) Architectural Re-design, and Surge Software Maintenance for Development/Modernization Efforts.
