Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This is a notice that this is a lowest price technically acceptable procurement, that is total set-aside for Small Business. Only quotes submitted by Small Business will be accepted by the government. Any quote that is submitted by a contractor that is not Small Business will not be considered for award.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-02 effective 3/16/2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The FAR clauses may be accessed in full text at these addresses http://www.acquisition.gov/far/. The U.S. Department of Transportation (USDOT), Maritime Administration (MARAD) is seeking to issue a firm fixed price contract with for the MARAD Beaumont Reserve Fleet (BRF) and East Docks (ED) Lawncare services as described in the BRF and ED Lawncare Statement of Work (SOW) Attachment 1, Vendor Price Sheet Attachment 2, Solicitation Provisions and Contract Clauses Attachment 3 and E-Invoicing Requirements and Department of Labor Wage Determination Attachment 4 and any future amendments. Quoters are required to submit pricing for all materials, equipment and labor required to complete the work on the vendor price sheet, Attachment 2.

Site Visit:

A site visit at the Beaumont Reserve Fleet located at 2600 Amoco Rd., Beaumont TX, 77705 and the Beaumont Reserve Fleet East Docks located at 5320 Church House Road, Orange TX, 77630 has been established for 4 April 2023 at 8:30 AM CST. A list of individuals attendng the site visit must be sent to the Contracting Officer, Bridget Bonnecarrere at bridget.bonnecarrere@dot.gov prior to 3 April 2023 at 3:00 PM CST. If an interested party is unable to attend the site visit at this date/time you may email Bridget.Bonnecarrere@dot.gov to see if an alternate time/date is available, however an alternate date/time is not guaranteed.

Failure of a prospective quoter to submit any questions or attend the site visit will be construed to mean that the quoter fully understands all requirements of the solicitation. Prospective quoters are advised that the site visit will be held solely to allow quoters an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract to allow for an accurate and complete price quote. All prospective quoters are advised that after the site visit, unless the solicitation is amended in writing, it will remain unchanged and, that if an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable.

The cut-off date for questions in response to the solicitation is April 10, 2023 at 10:00 am CST. All questions shall be emailed to the Contract Specialist, Bridget Bonnecarrere at Bridget.Bonnecarrere@dot.gov. All emails in regard to the solicitation shall be identified by the solicitation number, 69727623Q000008 and will be answered by an amendment to the solicitation.

Basis of Award:

The Government intends on awarding to the responsible quoter on a Lowest Price/Technically Acceptable basis. The Government plans to evaluate quotes and make award without conducting discussions. Quoters may be given the opportunity to clarify certain aspects of their quote or resolve minor or clerical errors. Award will be made to the responsible quoter with the lowest total evaluated price, whose quote is acceptable for all non-price evaluation factors. The Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be necessary.
