SPECIAL NOTICE OF INTENT

This is a Notice of Intent to Sole Source. The Enterprise Medical Support-Contracting Division (EMS-CD), Defense Health Contracting Agency (DHA), JBSA Fort Sam Houston, Texas, intends to award a contract to support the DHA's Mammography Reporting System (MRS) on a sole source basis.

The statutory authority for this sole source procurement is 10 U.S.C. 3204(a)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Consideration will be limited to a single-source due to the product or feature essential to the Government's requirements. Market research supports that one contractor, Volpara Health Inc. (CAGE Code 1BTF5), is capable of providing performance at the level of quality required because the supplies or services are unique or highly specialized.

The associated NAICS Code is 513210 (Software Publishers) with a business size standard of $47M.

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals. This is to inform the public of the Government's intent to sole source. Interested offerors are requested to submit their capability package NLT 7 AUG 2024, 11:59 PM Central Standard Time to the POCs listed at the end of this notice. The Government will provide an email confirmation of receipt of information. Offerors are advised that foreign participation is not permitted.

The current contract was solicited as a commercial, Firm Fixed Priced, 100% set aside and competed amongst 8(a) vendors in GSA. The current contract supports and includes but is not limited to the following:
This is a new requirement for an enterprise mammography reporting and tracking software to be utilized in the Military Health System (MHS). The software upgrade is required and used to support the DHA with a standardized enterprise solution for Mammography reporting. This software upgrade from Volpara MRS to Volpara Patient HubTM is required to provide a centralized patient reporting and tracking system for the Department of Defense (DoD) MHS, and all associated Military Treatment Facility (MTFs), that provide Mammography. This includes software upgrades, consolidates all the independent servers (currently hosting MRS software) to one centralized database, and provides support to all MTFs across the DoD MHS with software, licensing, training, and ongoing technical support.

Volpara Patient HubTM is the only system with a volumetric density assessment tool, objective and automated, for every image to be validated in the Tyrer-Cuzick lifetime breast cancer risk assessment calculator. This impacts 11% of high-risk patients and identifies 4.5% higher risk in women. The system allows for a streamlined approach to track patient's data required for FDA audits. The standardized approach will improve patient care through negating possible oversights in the patient's medical history that is thoroughly tracked in the mammography reporting system but cannot be seen in the PACS systems. It also negates possible mishandling of the patient's medical record when moving between facilities and facilitates efficient output of report audits for the FDA. Not complying with FDA regulations and MQSA Standards is a mission failure.

Due to the proprietary software provided by Volpara meeting federal regulations, and meeting the DHA's requirement, there is not a comparable product/software that has the capability to immediately meet the regulatory, technical, and quality healthcare software required by DHA.

All interested sources may submit a capability statement that identifies business size and clearly demonstrates the ability to provide the required support according to regulatory standards required by DHA that Volpara Patient HubTM delivers.

Responses to this notification must be submitted within five-days from this posting (via email) to Ms. Tamara K. Fenwick, Contract Specialist, at tamara.k.fenwick.civ@health.mil and Mr. Deinor A. Bolanos, Contracting Officer, at deinor.a.bolanos.civ@health.mil. Any submittal received after the due date of this notice, will be used as market research for future procurement of a Mammography Reporting System.
