MAINTENANCE SUPPORT DEVICE (MSD)-VERSION 4 RUGGED (MSD-V4R) 2nd GENERATION AND LIGHT (MSD-V4L) 2nd GENERATION   2

Background
The Army Contracting Command - New Jersey (ACC-NJ) has a requirement from the Office of the Product Director Test Measurement and Diagnostic Equipment (PD TMDE) located at Redstone Arsenal, AL. The goal of this contract is to acquire Maintenance Support Device - Version 4 Rugged (MSD-V4R) and Light (MSD-V4L) Systems, which are part of the Integrated Family of Test Equipment (IFTE), the Army's standard general-purpose at-platform automatic test equipment.

These systems are designed to assist maintenance personnel in testing and diagnosing complex Army communications and electronic equipment, missiles, aircraft, and ground vehicles. The contractor will provide all necessary labor, materials, supplies, services, facilities, and equipment to meet the requirements outlined in the Statement of Work (SOW) and Technical Data Package (TDP).

Work Details
The contractor shall produce a minimum of 40 First Article Test (FAT) units for both MSD-V4R and MSD-V4L systems to verify their capability to meet government requirements before full-scale production begins.

The contract includes five one-year ordering periods with a minimum guarantee of 40 FAT units over five years. The maximum contract amount is $74,792,859.23 for systems over these periods. Full-scale production will involve delivering a minimum of 150 MSD-V4R Systems and 50 MSD-V4L Systems per month, with surge quantities up to 300 systems per month if required.

The delivery of production units will commence approximately twelve months after FAT report approval. The contractor must also provide all necessary accessories with each production unit as specified in the SOW.

Period of Performance
Performance is expected to begin in fiscal year 2025 and run through fiscal year 2030.

Place of Performance
The contract will be performed at various locations as specified by the Army Contracting Command.
