THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for the Maintenance and Repair Multiple Award Construction Contracts.

The work includes, but is not limited to, a diverse range of general maintenance and repair construction services for small work requirements of a one-time nature, typically issued to correct or repair situations including, but not limited to, structural, mechanical, plumbing, electrical, civil, grounds, road, pavement work, communication systems, new construction, demolition/installation of flooring, painting etc. Project size is estimated between $25,000-$250,000, but the Government may elect to issue projects of a lower or higher dollar value. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, systems, utility infrastructure, etc. Work under this contract will be primarily performed at Marine Corps Base Camp Lejeune (including the New River Air Station) and Marine Corps Air Station Cherry Point. However, some work could be located in other areas within NAVFAC Mid-Atlantic's AORs, including Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Virginia, North Carolina, South Carolina, Georgia and West Virginia.

The procurement method to be utilized is FAR Part 15, Contracting by Negotiation.

The primary North American Industry Classification System (NAICS) Code for this procurement is 236220 and the annual size standard is $45,000,000.

The Government may award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation.

The contract term will be a base period of one (1) year plus four (4) option years. Only the base period of the contract will offer a minimum guarantee.

This contract will replace five (5) contracts for similar services awarded in 2019. Combine task order requirements issued under all five contracts were not to exceed a maximum amount of forty-million dollars ($40,000,000). Information about the incumbent contractors is listed below:

Offerors can view and/or download the solicitation, and any attachments, at https://sam.gov when it becomes available.

The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than close of business June 20, 2023, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice.

Include in the evidence of capability the following:

  • A list of 10 projects completed within the past 3 years valued between $25,000 and $250,000.
  • A description of work performed, including self-performed work, on the projects listed above
  • A list of current employees able to serve as a Project Superintendent, Quality Control Manager and/or SSHO
  • A capability statement that demonstrates the company owns and employs the appropriate labor and equipment to execute a robust, small $, project workload. Statement should demonstrate that company employs tradespeople capable of performing a significant portion of the work with in-house capability.

Interested small business contractors must be able to comply with FAR Clause 52.219-14, Limitation on Subcontracting, which limits the amount of work performed by subcontractors. Specifically as the prime contractor, your company must perform at least 15% of the cost of the contract, not including the cost of materials, with your own employees.

Generic capability statements, company brochures, or other such material will not be reviewed.

Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than close of business June 19, 2023.
