Dear Valued Suppliers:

This is a request for information (RFI). DLA Troop Support's Europe and Africa, MRO Prime Vendor Program is interested in your comments related to Tailored Logistics Support (TLS) for Maintenance, Repair, and Operation (MRO) requirements in the Europe and Africa Areas of Responsibility (AORs). MRO products include all commercial items associated with the maintenance, repair, and operation of a facility. The scope includes but is not limited to: heating, ventilation and air conditioning (HVAC) supplies; plumbing products; electrical products (e.g. - generators, wire, connectors, sockets, outlets, lights, etc.); tools; chemical, lubricating, and rubber products; construction supplies (including but not limited to cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures, etc.); perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc. used by maintenance personnel); and various other commercial supplies required by the warfighters to accomplish their mission. MRO support also includes related incidental services. Incidental services are standard commercial services performed in connection with supplying items under the scope of the contract (an example of an incidental service may be requiring installation of an HVAC system purchased under the contract).
DLA Troop Support Europe and Africa is considering a solicitation which will subdivide the Europe region into two zones: Zone 1 - North of the Alps, and Zone 2 - South of the Alps/Mediterranean Region, and combine Africa into a single zone. The resultant three (3) firm-fixed-price indefinite delivery indefinite quantity (IDIQ) contracts will have a 5 year period of performance and no option periods.
There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be inappropriately released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. The sole purpose of this RFI is to conduct Market Research.

1. Provide a brief description of your company (name, address, type of business; business size, country of origin).

2. Is your firm a Manufacturer or a Distributor /Dealer/Reseller?

3. The Government is contemplating the consolidation of the current Africa Zones 1 and 2, resulting in one Africa zone. What do you see as the advantages or disadvantages of consolidating these zones into one zone?

4. Would your company be capable of fully performing the contract requirements if Africa were consolidated into one zone? Why or why not?

5. One of the major risks for doing business in Africa may be the failure of national governance. While consolidation of the Africa Region would not eliminate this risk, would it nonetheless allow a single contractor to have greater relational equity with customs and border officials across the region? If not, why not?

6. Would you anticipate that the consolidation of Africa into one zone would provide the opportunity to develop a larger pool of sub-contractors, as compared to two distinct award zones in Africa? If not, why not?

7. Under the contemplated consolidated approach to Africa, would you expect vendor management fees to be lower or higher? Please explain.

8. TLS Prime Vendor support includes sourcing MRO items and incidental services; receiving and consolidating product; warehousing and inventory management; quality control, quality assurance, inspections; transportation and security of product; personnel management; meeting required delivery dates; reporting requirements and compliance with the Berry Amendment and Trade Agreements Act. Are there any limiting factors or constraints with being able to provide TLS PV support to any locations in Europe or Africa?

9. Is your company interested in pursuing a Prime Vendor Contract for the provision of Tailored Logistic Support for Maintenance, Repair an Operations supplies to any of the three (3) zones in the Europe and Africa Area of Responsibility?
