This announcement serves as a notice that the United States Air Force (USAF) Space and Missile Systems Center (SMC), Space Superiority Ground Based Space Surveillance Division (SMC/SYG), Contracting Office (PKL) located at Peterson Air Force Base, CO has released Solicitation No. FA8823-19-R-0005, for the MOSSAIC acquisition. Offerors must submit their proposal and ensure it is received no later than 5:00 P.M. Mountain Time on 06 May 2019, to be considered for award.
SOLICITATION LOCATION AND ACCESS REQUIRMENTS
The solicitation and all Request for Proposal (RFP) documents are posted to the SMC/SYG MOSSAIC Bidder's Library. All information in the SMC/SYG MOSSAIC Bidder's Library is at the unclassified level. Offerors will need to refer to the MOSSAIC Bidder's Library Access Instructions, posted on FedBizOpps 30 April 2018 for instructions on gaining access to the MOSSAIC Bidder's Library (please refer to previous RFP number FA8823-18-R-0004).
ADDITIONAL SOLICITATION INFORMATION
This notice constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Proposal (RFP) in accordance with FAR Part 15. The Government intends to award a contract on the basis of this notice, and the Government will not recognize any costs associated with submission of information in response to this or previous notices. The Government will not pay for any effort expended in response to this notice.

Background
The Maintenance of Space Situational Awareness Integrated Capabilities (MOSSAIC) acquisition will provide sustainment services for current and future ground-based Space Situational Awareness (SSA) sensors, SSA Command and Control (C2) systems, and Space Battle Management Command and Control (BMC2) capabilities in the SYG portfolio. The systems include Ground-based Electro Optical Deep Space Surveillance (GEODSS) systems, Eglin Radar (AN/FPS-85), C-Band Radar in Australia, and C-Band Radar on Ascension. Additionally, MOSSAIC scope includes sensor systems that are transitioning into the MOSSAIC portfolio such as the Space Surveillance Telescope (SST), Space Fence, and European Bi-static Radar (EBR). Current SSA C2 and Space BMC2 systems are the Distributed Space Command and Control system – Dahlgren (DSC2-D) at Dahlgren, VA, and the National Space Defense Center (NSDC) at Schriever Air Force Base (AFB), Colorado (CO).

Work Details
The Contractor shall ensure the successful transition of responsibilities from the SENSOR contract to the MOSSAIC contract by managing and executing the transition of MOSSAIC system sustainment responsibilities to ensure mission requirements are met without interruption. The Contractor shall also manage all aspects of the contract including cost, schedule, and performance. They shall conduct quarterly Program Management Reviews with the Government and develop, maintain, and implement an Integrated Master Plan and an Integrated Master Schedule that integrates sustainment services, SVRs, and system modification tasks down to Work Breakdown Structure level 3. The Contractor shall also develop a Quality Management Plan IAW ISO 9001-2015 that ensures a disciplined, metrics-based approach to track the quality of services provided.

Period of Performance
The period of performance for various sustainment services ranges from 12 months to 6 months for transition-in services across Option Years 1 to 10.

The geographic locations for performance include Eglin GEODSS, DSC2-D at Dahlgren, VA; NSDC Capabilities Integration Office at Schriever AFB, CO; C-Band Australia; C-Band Ascension; SST; Space Fence; NSDC Shadow Ops Lab; SMBL; among others.
