Background
The Defense Information Systems Agency (DISA) requires mail screening and delivery services due to the recent inability of the Naval Supply Systems Command (NAVSUPSYSCOM) Postal Division to provide these services. This poses a significant threat to DISA personnel and mission, as unmonitored mail could lead to contamination risks and potential harm.

The contract aims to ensure that all mail and packages are screened at an offsite facility before being delivered to DISA, thereby safeguarding personnel and maintaining operational integrity.

Work Details
The contractor will be responsible for providing comprehensive mail screening and delivery services. This includes:
1. Screening all incoming mail and packages for hazardous materials or contaminants;
2. Implementing security measures in accordance with the GSA Mail Center Security Guide, including scalable negative pressure mail rooms;
3. Establishing procedures for handling deliveries addressed to senior officials;
4. Coordinating with agency security providers to ensure compliance with security protocols;
5. Maintaining records of screened items and any incidents that occur during the screening process.

Period of Performance
The contract will be executed over a five-year period from FY20 to FY24.

Place of Performance
The services will be performed at an offsite facility designated for mail screening.
