This is a pre-solicitation notice is for an upcoming Multiple Award Indefinite Delivery Indefinite Quantity Construction Contract at USAG Humphreys, Pyongtaek, Republic of Korea. This announcement is only seek responses in order to determine participation in this acquisition. No offer will be accepted. The Government intends to establish the Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for USAG Humphreys, Republic of Korea, which is in need for a general building repair and construction requirement for USAG Humphreys.

The official solicitation is anticipated to be posted to betaSAM around March 2020.

The general scope of the MA IDIQ is for the contractors to provide all necessary resources including material, labor, transportation and equipment to successfully complete the repair and minor construction requirement on USAG Humphreys and other specified areas in the MA IDIQ Statement of Work.
411th CSB, Korea is looking to establish a pool of minimum 3 to maximum 5 awardees that will be performed in accordance with (IAW) ordering procedures for future firm-fixed-price (FFP) construction task orders issued under the MA IDIQ. This MA IDIQ will have a base period plus 4 one-year option periods from the award date.

Evaluation of offerors will be conducted IAW FAR Part 15, as supplemented by DoD Source Selection Procedures.
A pre-proposal conference is anticipated to be held the week following official solicitation release. The exact date for the pre-proposal site visit will be identified on the solicitation.

Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Eligibility for Award: All sources may submit a proposal or quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea, must submit adequate verification in its initial proposal or quote, that it has the requisite authorization and capacity to compete for the requirement, and to conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If an initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror qualifies shall be determined by the Contracting Officer.

Contractor Teaming Arrangements: A contractor team arrangement (CTA) means an arrangement in which two or more companies form a partnership or joint venture to act as a potential prime contractor or a potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program. A CTA is not an arrangement in which two or more companies form a separate legal entity, such as a corporation or limited liability company, to act as a potential prime contractor.

The contractor shall perform on the site, and with its own organization, work equivalent to not less than 50 percent of the total amount of work to be performed under each task order.

Other Information: If a solicitation is released for the need described above, then all interested firms will be required to register in the Government's System for Award Management (SAM). This request for information shall not be construed as a request for proposal nor as a commitment by the Government. Information is to be provided on a voluntary basis. No reimbursement of direct or indirect costs or charges, including postage and shipping, or any other costs will be made as a result of the submission of information. The Government will not provide information by telephone.
