The Army Contracting Command-Rock Island (ACC-RI) Rock Island, IL on behalf of Project Manager Combat Ammunition Systems (PM CAS) is conducting market research to identify potential sources within the United States and Canada that can load, assemble and pack (LAP) and subsequently supply the M795 155mm High Explosive (HE) Projectile. The intent of this market research is to obtain current information with respect to the capability of potential sources to LAP this item in support of what would be Fiscal Year 2020 - 2024 United States Government (Government) requirements. A single award of a five (5) year Requirements contract (that incorporates five (5) one-year ordering periods) is contemplated.

The M795 155mm HE Projectile is an extended range large caliber artillery projectile used for fragmentation, blast and mining. The projectile is a hollow high fragmentation steel-forged shell filled with either Trinitrotoluene (TNT) or IMX-101 explosive material. A TNT Supplementary Charge is inserted into the TNT-filled variant while a PBXN-9 Supplementary Charge is employed in the IMX-101 configuration. Projectiles are packed eight (8) each per wooden pallet. Government-furnished material (GFM) currently planned to support this effort includes projectile metal parts, rotating band covers, wooden pallets, lifting plugs, TNT or IMX-101 explosive material and supplementary charges. Estimated quantity ranges per ordering period are as follows:
3,000 EA to 30,000 EA;
30,001 EA to 100,000 EA;
100,001 EA to 150,000 EA; and
150,001 EA to 250,000 EA.

A response to this survey should depict adequate technical and manufacturing capability to LAP the aforementioned ammunition item. Should a respondent currently not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate its ability to obtain those resources. To be considered for this effort, interested parties must provide the following information:

a) Name of company, address, telephone number, email address, point of contact, CAGE code, DUNS number, Tax ID number and business size information;

b) A summary that includes a brief description of the Contractor's capabilities to include description of facilities/equipment, personnel, manufacturing process, inspection capabilities and how they would directly relate to any M795 155MM HE Projectile LAP effort;

c) A description of existing production capacity, projected monthly production and delivery capability, the ability to satisfy the Government's minimum 5,000 EA and maximum 20,000 EA monthly LAP rate, and if they are currently manufacturing this item or have made this item or similar items in the past;
d) Address if manufacturing resources are shared with other item/production lines and identify the approximate amount shared; and

e) A description of the Quality Management System certifications or standards used.

The M795 155mm Projectile will be built to a Government-developed Technical Data Package (TDP), where the TDP has been designated as Distribution Statement D. A fully-executed DD Form 2345 and a completed Non-Disclosure Agreement (NDA) will be required prior to receiving the TDP. If interested parties want to become certified in order to receive the TDP associated with this action, they must fill out a registration form at http://www.dlis.dla.mil/jcp. To obtain the TDP, the interested party must request explicit access. An interested party must submit a copy of the certified registration form (DD Form 2345), Military Critical Technical Data Agreement. Restricted technical data will not be available to an interested source who has not been certified.

This market survey is being released for planning purposes only and shall not be construed as an RFP or as any other commitment or obligation on the part of the Government. All information submitted will be afforded the appropriate FOR OFFICIAL USE ONLY protections. Interested firms should provide the requested information via electronic message to MS Karen Loss at karen.m.loss.civ@mail.mil within 30 calendar days of this publication. Telephone inquiries will not be accepted. The Government will entertain written questions that are submitted by email. It shall be understood that all information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, the appropriate notification will be published. No contract award will be made as a result of this market survey. Not responding to this Market Survey does not preclude participation in any future RFP as issued. It remains the responsibility of Prospective Offerors to monitor for additional information pertaining to this requirement.
