Operation and Maintenance at Scranton Army Ammunition Plant (SCAAP)   3

This posting serves as a notice of intent for the Army Contracting Command - Rock Island (ACC-RI) to negotiate a sole source contract with General Dynamics Ordnance and Tactical Systems, Scranton, for the Operation and Maintenance of the Scranton Army Ammunition Plant (SCAAP).
ACC-RI intends to negotiate the sole source award under the authority of 10 U.S.C 2304(c)(3), as implemented by FAR 6.302-3(b)(1)(i). Full and open competition is not required when it is necessary to award the contract to a particular source in order to keep vital facilities or suppliers in business or make them available in the event of a national emergency.
