Background
The Department of Energy (DOE) is releasing the Draft Request for Proposal (RFP), Solicitation No. 89303321REM000084, pertaining to the Hanford ITDC procurement for review. The purpose of the Draft RFP is to solicit questions and comments from all interested parties, and to assist the DOE in developing a Final RFP for this procurement. DOE IS NOT REQUESTING PROPOSALS AT THIS TIME, AND INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS IN RESPONSE TO THE DRAFT RFP. DOE WILL NOT EVALUATE ANY PROPOSALS RECEIVED IN RESPONSE TO THE DRAFT RFP. PROPOSALS SHALL BE SUBMITTED ONLY IN RESPONSE TO THE FINAL RFP, CURRENTLY ANTICIPATED TO BE ISSUED IN SUMMER 2021.

Work Details
The ITDC replaces the Tank Operations Contract (TOC) currently performed by Washington River Protection Solutions, LLC (WRPS) and integrates scope associated with the Waste Treatment and Immobilization Plant (WTP) operations. The TOC is scheduled to expire in September 2021. The contract includes Transition; Operation of Tank Farm Facilities including Single-shell Tank (SST) Waste Remediation and Closure, design, construction, and operation of Waste Receiving Facilities and pretreatment capabilities, as necessary; Operation of WTP; and Core Functions such as Project Management, Environment, Safety, Health and Quality, Security and Emergency Services, and Business Performance Requirements.

Period of Performance
The contract ordering period will be 10 years, including a 90-day transition period. The contract is estimated to be worth up to approximately $26.5 billion over the ten-year ordering period.
