The LASSO program aims to develop technologies to support significantly increasing the United States' (US) ability to conduct operations in support of space situational awareness by developing both autonomous satellite navigation in stressing orbital conditions and increasing satellite maneuverability through continuous dynamic repositioning based on changing conditions, with the added benefit of creating a proven reserve model for resources relevant to ISRU on Earth's Moon.
LASSO supposes that high resolution measurements of resources across the entire lunar surface is the most compelling commercial application to drive optimized performance in propulsion system and GNC design. The program seeks performers to design, test, build, and deliver a spacecraft capable of determining all areas on the Moon that contain greater than 5% water concentration with a resolution of no larger than four-square kilometers. LASSO is focused on developing technologies for use in lunar orbit and does not intend to use any equipment on the lunar surface.

Background
The LASSO program, initiated by DARPA, aims to enhance the United States' capabilities in space situational awareness through the development of technologies for autonomous satellite navigation and increased satellite maneuverability.

The program focuses on creating a spacecraft that can identify areas on the Moon with over 5% water concentration, facilitating resource utilization for in-situ resource utilization (ISRU) on the lunar surface. The mission is designed to operate in lunar orbit without deploying equipment on the lunar surface itself.

Work Details
The contract involves multiple phases:
- Phase 1A focuses on concept design, including defining scientific objectives and technical approaches;
- Phase 1B involves refining designs and subsystem specifications;
- Phase 2 is dedicated to building and launching the spacecraft.

Key tasks include:
- Developing a spacecraft capable of autonomous navigation in low lunar orbit (LLO).
- Designing a prospecting sensor to detect water concentration remotely.
- Balancing altitude for high-resolution measurements with energy requirements for prolonged orbital data capture.
- Conducting economic viability analyses of proposed ISRU approaches without government input.
- Performing detailed subsystem analysis including propulsion, communication, power, and thermal management systems.
- Validating designs through simulations and testing, including Software In The Loop (SWIL) testing for high-risk technologies.
- Delivering a final spacecraft ready for integration with NASA for launch.

Period of Performance
The overall program is structured into three phases: Phase 1A lasting approximately 6 months, Phase 1B lasting about 18 months, and Phase 2 anticipated to take around 12 months.

Place of Performance
The work will primarily be conducted at contractor facilities with potential collaboration involving NASA and USGS personnel.
