This RFI is being updated to change the NAICS code and provide clarification on the US Coast Guard's need and top challenges.

The US Coast Guard is seeking a strategically sourced vehicle for the purchase of software licenses for LCAP software that has already been developed. The top challenges we face are that we currently purchase software for applications individually rather than in volume, which causes us to miss volume discounts or enterprise license level pricing.

Background
The solicitation is for a Low Code Application Platform (LCAP) Blanket Purchase Agreement (BPA). The work statement requires the contractor to provide access to and use of information and data comparable to that of Federal employees and members of the public without disabilities. All products, platforms, and services delivered under this contract must conform to the revised regulatory implementation of Section 508 Standards. The contractor must ensure that all ICT (Information and Communications Technology) items offered through this contract comply with the applicable Section 508 standards.

Work Details
The tasks/services to be completed under this contract include:

- Ensuring all ICT items conform to the revised regulatory implementation of Section 508 Standards
- Providing maintenance upgrades, substitutions, and replacements to ICT without reducing the original ICT's level of Section 508 conformance
- Ensuring Platform as a Service (PaaS) or Software as a Service (SaaS) offerings conform to applicable Section 508 standards
- Ensuring user administrative screens, dashboards, and portals used to configure and monitor cloud services conform to Section 508 standards
- Providing cybersecurity activities such as external assessment, penetration testing, vulnerability management, malware protection, incident handling, etc.
- Reporting incidents via the Defense Industrial Base (DIB) Cyber Incident Collection Format
- Developing and delivering an Incident Response Plan or Incident Response Plan Addendum that addresses all incidents regardless of time, day, or location
- Reporting breaches or cyber incidents to the appropriate authorities within the specified timeframes
