The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron (ESS) is seeking information from industry capable of providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for LRS organizations as an enterprise services contract. LRS services are currently provided to a diverse range of customers, with a footprint that spans 27 locations across 10 major commands, and encompasses over 34 separate contracts, including those listed on Attachment 2 Service Capabilities and Locations of this RFI. This Enterprise contract may be scoped to include any and up to all Air Force bases, to include surge support. This RFI is issued for informational and planning purposes only.

The Government is considering a strategic sourcing/enterprise contract vehicle to support LRS capabilities that could potentially support all Air Force (AF) bases (surge support). Specifically, the Government is pursuing an award of a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) with task orders. The period of performance (POP) will have a 5-year ordering period and up to an additional year for performance after the last order is placed for a total possible period of performance of 6 years. The anticipated POP on individual task orders would range from three to five years, with task order performance occurring at one or more bases/units.

Contact with anyone other than AFICC 763d ESS Government personnel by potential respondents or their employees regarding this project is prohibited.

AFICC 763d ESS is currently conducting market research to locate qualified and interested potential businesses/sources with requisite experience in Logistic Readiness Squadron Capabilities that express interest in performing these requirements. The information requested by this RFI will be used within the AF to facilitate decision making and will not be disclosed outside the agency.

Background
The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron (ESS) is seeking information from industry capable of providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for LRS organizations.

This enterprise services contract aims to support a diverse range of customers across 27 locations and 10 major commands, encompassing over 34 separate contracts. The Government is considering a strategic sourcing/enterprise contract vehicle to potentially support all Air Force bases, including surge support.

Work Details
The contractor will provide Logistics Readiness Squadron support at specified locations, including personnel, training, vehicles, equipment, tools, and supplies unless otherwise specified.

Key service areas include:
1. Materiel Management: Covering asset management functions such as Aircraft Parts Store, Central Storage, Hazardous Material management, and customer support.
2. Traffic Management: Full range of traffic management services for cargo and passenger movements.
3. Vehicle Management: Effective management of the base vehicle fleet including maintenance and record-keeping.
4. Fuels Management: Establishing a Fuels Management program ensuring fuel availability for mission requirements.
5. Ground Transportation: Comprehensive ground transportation services including planning and executing movement of personnel and cargo.
6. Air Transportation: Operations of Small Air Terminals including cargo and passenger handling.
7. Surge Support: Supporting surge requirements through extended hours and shift scheduling.

Period of Performance
The period of performance will have a 5-year ordering period with an additional year for performance after the last order is placed, totaling a possible performance duration of up to 6 years.

CONUS & OCONUS locations as specified in the service capabilities and locations attachment.
