Background
The United States Embassy in Jerusalem, Israel, requires payroll services for its locally employed staff (LES). The contract is for a fixed-unit-price commercial items requirements type service contract. The minimum and maximum amounts for this indefinite quantity contract are specified. The US Government makes no guarantee as to the number of orders or actual number of services that may be requested above the guaranteed minimum value for the life of the contract.

Work Details
The contractor shall provide comprehensive LES Salary Management Services, including calculating local income tax, social security withholdings, pension handling services, preparing standard Israeli employee tax and National Insurance forms, providing information on changes in tax legislation, and monitoring Israeli taxation regulations. The contractor shall process CSV payroll files and return them to the customer for tax and National Insurance withholding within 7 calendar days. Additionally, the contractor shall prepare bi-weekly and monthly '102' reports using employee withholding calculations from previous pay periods.

Period of Performance
The anticipated performance is for a base period of twelve months and four one-year periods at the discretion of the Government.

Place of Performance
The contract will be performed at the American Embassy Jerusalem Branch Office, Tel Aviv 9 Galgaley Haplada St., Herzliya, Israel.
