The Florida Army National Guard has a requirement for a nonpersonal service contract to provide Linen services, Camp Blanding, RTI campus, Starke FL. We are looking for qualified vendors to provide quotes/proposals for this action.

The Contractor shall provide linen cleaning services for a 12-month base period. The Government may exercise up to four (4) additional option years. The types of linens to be cleaned include, but are not limited to, sheets, pillowcases, mattress covers, blankets nad bath towels. All work shall be accomplished in accordance with the best commercial practices for laundry cleaning services and in accordance with the PWS. The contractor shall furnish all management, labor, transportation, pickup and delivery service, and facility operation in accordance with the terms and conditions. This includes all laundry and all other tasks and responsibilities deemed necessary and spelled out in this PWS. The contractor shall receive, account for, process, and return all items tendered for cleaning.

Period of Performance (PoP) 12-months base period, and the Government may exercise up to four (4) additional option years.

Place and Performance of Services: The contractor shall provide services between the hours of 0730-1630 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Q&A Set as of 21 MAR 2024:

Q1. Line Items 0001, 1001, 2001, 3001, 4001, of the Price Schedule, are we to enter a figure here, or should we treat this as an informational only line item?

A1. Yes, all CLINS need to be priced per pound. Note the Administrative Cost CLIN 0001 has an estimated QTY of 52,000 pounds. The total estimated pounds in CLINs 0002, 0003, and 0004 all add up to 52,000. Enter the price in CLIN 0001 to incorporate administrative costs associated with CLINs 0002, 0003, and 0004. For every pound invoiced in CLINs 0002, 0003, and 0004, the vendor will also invoice the quoted amount in CLIN 0001 per pound to cover administrative costs.

We have attached a Bid Form for simplifying the priced quote/proposal.

Q3. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Q4. Could you please specify whether the items will be picked up / delivered at a single location or if there are multiple locations on the base we'll need to visit?

A4: For the location: It is all on the RTI campus. There are 2 separate lodging buildings. I know each building has a pick-up/drop off designated site. These are all within close proximity to the supply building.

Q5. On the day of pick-up /delivery /weighing, are there anticipated wait times we should take into account? In other words, should we expect the entire process to exceed one hour?

A5: There should be no expected wait time. I can't predict what the staff availability will be. I know supply / facility manager will schedule these visits at the convenience of both parties to avoid any delays. It should not exceed 1 hour.

Q6. Regarding curtains, can you please tell me the material composition they are made of?

A6. Customer indicated possibly polyester or Linen. We have attached some pictures for reference.

Q7. In Exhibit three does a set mean a set of unique items bundled all together? twin flat, twin fitted, pillowcase, bath towel, hand towel, bath mats, cleaning towels would be one set weighing 14.8 lbs?

A7. Yes, all items Type 1 and Type2 make up the 14.8 lbs set.

Q8. What material are the matress pads? Is it 100% cloth or does it have that plastic protective cover?

A9. The mattress pads are all cloth.

Background
The Florida Army National Guard has a requirement for a nonpersonal service contract to provide Linen services at Camp Blanding, RTI campus, Starke FL. The Regional Training Institute (RTI) is an Army schoolhouse that teaches various courses to Soldiers across the United States. The campus provides student housing for two buildings with 3 floors of rooms per building. There are a total of 308 rooms with 508 beds. They are located right next to the classroom/education buildings for convenience. The influx of students changes monthly, and more so with the effects of the pandemic.
There is high visibility from all levels and departments of the National Guard and Active duty for the operations, resources, and advancement of technology utilized to support the TRADOC proponent learning model.

Work Details
The Contractor shall provide linen cleaning services for a 12-month base period and may exercise up to four (4) additional option years. The types of linens to be cleaned include, but are not limited to, sheets, pillowcases, mattress covers, blankets, comforters, and bath towels. All work shall be accomplished in accordance with the best commercial practices for laundry cleaning services and in accordance with the Performance Work Statement (PWS).
The contractor shall furnish all management, labor, transportation, pickup and delivery service, and facility operation in accordance with the terms and conditions. This includes all laundry and all other tasks and responsibilities deemed necessary and spelled out in this PWS.

Period of Performance
The Period of Performance shall be 1 Base Year starting in FY 2024 of 12 months and four (4) additional 12-month option years.

Place of Performance
The contractor shall provide services between the hours of 0730-1630 on Monday through Friday at Camp Blanding, RTI campus, Starke FL.
