This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This announcement is being issued as REQUEST FOR QUOTE and constitutes the only solicitation; quotes are being requested. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular, FAC 2024-07.

Objective: Five-year overhaul inspections of thirty (8) Life Raft. Vendor will service 2ea Life Rafts each period (every 3 months) until all life-rafts are inspected and recertified. Vendor will apply fee that should include shipping, parts, and labor.

Schedule:

2ea - January: Complete recertification & return within 4 Weeks of receipt.

2ea - April: Complete recertification & return within 4 Weeks of receipt.

2ea - August: Complete recertification & return within 4 Weeks of receipt.

2ea - December: Complete recertification & return within 4 Weeks of receipt.

Background
The Minnesota Army and Air National Guard is seeking a contractor to perform life raft inspection and recertification services. These inspections are crucial for maintaining the airworthiness of life rafts used in military operations, as mandated by AR 95-1. The contract aims to ensure that all life rafts are inspected and recertified periodically to meet safety standards.

Work Details
The contractor will conduct five-year overhaul inspections of eight (8) Life Rafts, specifically Hard 7’s (FLO 3330-AD). The work will be accomplished in four phases over a 12-month period, with the following tasks included:

- Incoming Receiving Inspection
- Case Visual Inspection
- Life Raft Functional Inspection per NAVAIR Manual 13-1-6-1
- Inflation system overhaul
- Mirada Inflation Valve Overhaul
- CO2 Cylinder Inspection
- CO2 Hydrostatic Test
- CO2 Cylinder Rebuild and Recharge
- Markings Inspection
- Life Raft Leakage Test
- Survival Kit Inspection with LIRSH replacements
- Fabrication of Outer and Inner Bags
- Folding and Preparation of Life Raft
- Vacuum Packaging of Life Raft
- Final Packing and Rigging
- Updating Records.

The vendor will service 2 Life Rafts every three months until all are inspected and recertified. The fee must include shipping, parts, and labor.
