Description

This requirement is for providing of Medical health insurance services to the locally employed staff of the U.S. Mission located in Dubai and their dependents. The estimated number of employees is 150 with approximately 356 eligible dependents. Please note these are only estimated quantities. The anticipated performance is for a base period of twelve months and four one-year periods at the discretion of the Government.

Consulate of the United States in Dubai intends to conduct a pre-proposal conference for the purpose of answering questions concerning this solicitation at 10.30 AM August 10 2023. Instructions on how to participate in the conference are provided in the solicitation document and its cover letter. Please also refer to L.8 Pre-Proposal Conference in the solicitation document.

All responsible sources may submit an offer, which shall be considered. The deadline for submission of offers is September 05, 2023, by 04.00PM (UAE local time). Instructions on how to complete and submit the offer are provided in the solicitation (Section 3 and its addendum) and its cover letter. Please read the solicitation document carefully before submitting an offer. Award will be made to the lowest priced, technically acceptable offeror. Only offers received within the response timeframe will be considered by the Government. Potential offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on SAM.gov. All requests for clarification must be submitted in writing via e-mail at: DubaiGSOProcurement@state.gov on or before August 15, 2023. No requests for clarification shall be entertained after August 15, 2023.

All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore prospective offerors are encouraged to register prior to the submittal of proposals.

Background

Work Details
The contractor is required to provide health insurance coverage for employees and dependents, including hospitalization, emergency services, outpatient services, obstetric and newborn care, pediatric services, prescription drugs, preventive and wellness services, chronic disease management, hearing aid apparatus, optical care, dental care, orthodontia, and prescribed contraceptive devices. The contractor must also adhere to specific performance objectives and surveillance standards.

Period of Performance
The performance period of this contract is one year beginning on January 1, 2024, with four one-year options to renew.

Place of Performance
The contract work will be performed at the U.S. Consulate in Dubai.
