LED Solar Simulator

ID: 80TECH24RFI0016 • Type: Sources Sought

Description

NASA/Information Technology Procurement Office (ITPO) is hereby soliciting information from potential sources for the purchase of a LED Solar Simulator for the Marshall Space Flight Center (MSFC).

The National Aeronautics and Space Administration (NASA) (ITPO) is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities
as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the LED Solar Simulator. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.

NASA Marshall Space Flight Center requires the purchase of a LED Solar Simulator to enhance solar array testing capability which will directly support Human Landing System (HLS) and Habitation programs such as Gateway and
Surface Habitats. This will also support any MSFC-involved spaceflight mission utilizing solar arrays for power generation.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or
synopsis.

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 10 pages indicating the ability to perform all aspects of the effort. See attachment
A Draft Statement of Work.

The requirement is considered to be a commercial-type product as defined in FAR
2.101.

All responses shall be submitted electronically via email to Alicia Reynolds,
Contract Specialist, alicia.r.reynolds@nasa.gov and Sabrina Pearson, Contracting
Officer, sabrina.m.pearson@nasa.gov no later than Wednesday, June 26, 2024, by

Work Details
The scope of this procurement is to acquire a fully integrated photovoltaic performance characterization system to test state-of-the-art solar arrays for space applications, including inverted metamorphic multijunction (IMM) solar cell technology with 3, 4, or 5 junctions. The LED Solar Simulator must be a programmable LED-based test system capable of properly biasing and doing independent current control of specific solar cell technologies. It should have a pulsed beam output area of at least 3ft x 3ft, modular system with the ability to be upgraded as solar cell technology advances, and meet or exceed various specifications including output compliance with Air Mass Zero (AM0) spectrum for space-grade photovoltaic cells.
