Description

The 6th Contracting Squadron (6 CONS) at MacDill AFB issues this sources sought synopsis for information only to locate sources who are capable of fulfilling the following requirement:

The United States Special Operations Command (USSOCOM) at MacDill AFB FL desires to procure the service of a Learning Management System (LMS) cloud-based software program to support the Joint Special Operations University (JSOU). See attached requirement description for complete requirement details.

This sources sought is an advance notice for information for planning purposes only and is not a solicitation. The North American Industry Classification System is 513210 and size standard is $47M unless otherwise noted. In accordance with FAR 52.204-7, contractors must be registered in the System for Award Management (SAM) database via www.sam.gov. Prime contractors, must be US-owned entities, who intend to submit a proposal for this solicitation. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing, including their DUNS number and Cage Code, to the identified point of contact not later than 10:00 AM EST on 27 February 2025. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice.

Sources shall include in their information:
1. Confirmation that the vendor's solution can meet all Key Performance Parameters (KPP) specified in the attached requirement description.
2. A list on the Non-Key Performance Parameters (non-KPP) the vendor's solution can meet as specified in the attached requirement description.
3. A detailed capabilities statement stating their experience in providing the same or similar work described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 513210, and a positive statement of interest to submit a proposal. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Background
The United States Special Operations Command (USSOCOM) at MacDill AFB, Florida, seeks to procure a Learning Management System (LMS) cloud-based software program to support the Joint Special Operations University (JSOU). This contract aims to enhance educational delivery and management for JSOU's training programs.

Work Details
The LMS program must meet the following Key Performance Parameters (KPP):
- FedRamp compliant Cloud-based Software as a Service (SaaS) platform
- Sliding scale licensing structure to accommodate synchronous, asynchronous, eLearning, and microlearning platforms
- Minimum storage of 3TB
- SCORM compliant
- Content library and curriculum management
- Discussion boards for student collaboration
- Gradebook
- Tools to build assessments and rubrics/test banks
- LMS training and support for faculty and administrators
- Migration assistance services of data from current LMS
- Test and staging environment
- Student engagement/group/communication tools
- Tool to detect AI generated content and plagiarism
- Helpdesk support for faculty and students
- Automated password reset
- CAC enabled with login & password capability
- CAC or .mil/.gov email authentication
- Auto-enrollment and access to courses with the LMS once verified
- Automatic grade transfer from LMS to SIS
- Automated system for students to have the SIS produce a digital certificate for their records.
Additionally, while not mandatory, the LMS program would like to meet the following Non-Key Performance Parameters (non-KPP):
- LMS support for Controlled Unclassified Information (CUI) material.
- System updates with no downtime.
- 508 compliant.
- Generative AI integration and capabilities for development curriculum.
Other features include course authoring tools, mobile compatibility, learning analytics, student activity reporting, virtual classroom capabilities, and automated survey distribution.
