Leadership Development Program (LDP) for the US Army Corps of Engineers (USACE), Sacramento District (SPK).

The Government anticipates issuing a Request for Quote (RFQ) with the intent of awarding a Firm-Fixed Price purchase order for LDP for the USACE SPK.

Project Description: The U.S. Army Corps of Engineers' Sacramento District seeks the professional services of an experienced consultant to develop and administer a tiered leadership/management development program for employees who come from a variety of career fields including, but not limited to, contracting, engineering, construction management, planning, real estate, project management, environmental, recreation, and administration. The overall objective of this program is to help these employees learn, grow, and develop into effective leaders, supervisors, and managers within the Corps of Engineers, and the Sacramento District in particular. The base contract period is for a one-year period, with four (4) one-year optional periods.

This prospective contract action will be conducted using NAICS Code is 541618 Other Management Consulting Services. The size standard is $19 million. Product Service Code is R799 SUPPORT- MANAGEMENT: OTHER.

The solicitation will proceed as a 100% Woman Owned Small Business (WOSB) set-aside and is estimated to be issued on or about 16 July 2024 with questions due 30 July 2024 at 11:00 a.m PDT. Quotes are due tentatively on 15 August 2024 at 11:00 a.m PDT. The RFQ will be issued on the Government Point of Entry known as www.SAM.gov and will establish a firm quote due date/time.

If applicable, the site visit date, time and location will be identified in the solicitation. No Site Visit will be held for this LDP program.

Work Details
The contract includes the development and administration of a tiered leadership/management development program for employees from various career fields. The program consists of multiple courses such as Level I Course, Level II Course, Level III Course, LDP Board Participation, Program Evaluation, Mobilization, and Special Leadership Sessions. The contractor is responsible for providing all materials, tools, labor, transportation, supervision, services and supplies necessary to perform the work as per the Performance Work Statement (PWS).

Period of Performance
The base contract period is for one year with four one-year optional periods.
