Synopsis:

The Naval Sea Systems Command intends to award a sole source Basic Ordering Agreement (BOA) to Textron Systems Corporation (Address: 19401 Chef Menteur Highway, New Orleans, LA, 70129) for the procurement of Landing Craft, Air Cushion (LCAC) 100 Class craft waterfront production supplies/service and post-delivery supplies/services. The latest date for which orders would be placed would be June 2028.

This BOA will provide the ability to order: Engineering and Industrial Services Orders - Waterfront Change/Production Change; PIO Coordinated Shipboard Allowance List (COSAL)/Major Shore Based Spares; Shipping Orders; Interim Support - Post Delivery Material/Services/Other Direct Costs; and Sustainment Parts. Each order will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1. There is only one responsible source and no other supplies or services will satisfy agency requirements. Textron is the only responsible source capable of satisfying agency requirements in this contract to support the SSC Program and no other type of supply will satisfy agency requirements in a timely manner.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
