Description

The United States Coast Guard (USCG) requires testing of lube oil samples, coolant samples, storage of samples, data
analysis and quality assurance of test results, related data management, and supply and shipping of sample bottle kits. The
Contractor shall also provide technical service capabilities for use and access of online database, trend analysis and reports
distribution, and expert consultation to include training. The Contractor shall be responsible for all new and used lube oil and
coolant testing and wear debris analysis for United States Coast Guard vessels during the term of this Contract.

Background
The United States Coast Guard (USCG) requires laboratory analysis of lube oil and coolant samples to monitor the condition of lubricants and coolants in major equipment. This analysis is crucial for identifying potential component problems early and supports the USCG's Conditions Based Maintenance programs. The goal of this contract is to ensure accurate testing, data management, and expert consultation for USCG vessels.

Work Details
The contractor shall perform the following tasks:
1. Testing of lube oil and coolant samples, including storage, data analysis, and quality assurance of test results.
2. Supply and shipping of sample bottle kits.
3. Provide technical service capabilities for online database access, trend analysis, report distribution, and expert consultation including training.
4. Conduct wear debris analysis for both new and used lube oil and coolant.
5. Ensure compliance with ASTM, ISO, API, and NAS standards for testing methods.
6. Maintain capacity to process a maximum of 100 samples per day with a normal volume estimated at 40 samples per day.
7. Provide printed barcoded sample labels for tracking.
8. Fulfill sample kit orders within 5 business days upon request from USCG vessels.

Place of Performance
The services will be performed at the contractor's laboratory facilities as well as on-site at various USCG vessel locations.
