The purpose of Amendment 0001 is to extend the final proposal due date to 07 October 2024 no later than 4:00 PM Eastern Time. Any proposal received after the stated date and time will not be accepted. Additionally, as part of Amendment 0001, all ProjNet bidder inquiries and requests for pictures and videos of the MTCC are due by 23 September 2024 no later than 4:00 PM Eastern Time. Any bidder inquiries received after the stated date and time will not be answered. Additional proposal extensions are NOT anticipated; therefore, Offerors are expected to submit their best proposal by 07 October 2024 no later than 4:00 PM Eastern Time.

The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) has a requirement to solicit and award an Indefinite Delivery, Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) with a capacity of $30M to provide regular and re-occurring facility maintenance, corrective maintenance services, and other related supporting tasks for the Bubiyan Fanar Maritime Traffic Control Center (MTCC) and related facilities on behalf of the Kuwait Naval Forces (KNF). The MTCC is a fixed, self-supporting offshore platform located approximately 30 nautical miles off the coast of Kuwait City. The duration of this contract is a (5) year ordering period, represented with a one-year base ordering period with four one-year optional ordering periods. The 6-month extension of services clause will be included in this contract. This solicitation will be awarded on the basis of full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation and FAR Part 37 - Service Contracting. Proposals are due September 27, 2024, no later than 1600 ET. All proposal material is required to be submitted electronically in accordance with the following provisions listed in this paragraph (i.e., no hard copies will be accepted). All proposals in response to this solicitation shall be submitted electronically in the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Proposals submitted by email, mail, or hand carried may not be evaluated. Proposals submitted via email are highly discouraged due to the opportunity for an email address to be misspelled and the proposal to be undelivered, email size restrictions, or proposal email delivered after the due date and time has passed.
Background
The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is issuing a requirement for an Indefinite Delivery, Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) with a capacity of $30 million.

This contract aims to provide regular and recurring facility maintenance, corrective maintenance services, and related support tasks for the Bubiyan Fanar Maritime Traffic Control Center (MTCC) on behalf of the Kuwait Naval Forces (KNF). The MTCC is a self-supporting offshore platform located approximately 30 nautical miles off the coast of Kuwait City. The goal of this contract is to ensure Full Mission Capability (FMC) by maintaining essential building systems and equipment necessary for the MTCC's operation.

Work Details
The contractor will be responsible for:
1. Providing all management, labor, tools, materials, equipment, spare parts & consumables, transportation, communication, and supervision necessary to accomplish all tasks outlined in the Performance Work Statement (PWS).
2. Performing Sustainment, Restoration, and Modernization (SRM) efforts to support the Operations and Maintenance (O&M) program. This includes corrective maintenance of platform infrastructure and exterior components, equipment upgrades/replacements, inspection services, minor construction projects, procurement support for spare parts and consumables, logistical support including waste disposal and security, on-site training, software licensing upkeep, and securing maritime class certifications.
3. Conducting scheduled preventative maintenance checks and inspections as recommended by manufacturers or industry standards to ensure operational readiness.
4. Coordinating specialized equipment maintenance with manufacturer-approved vendors when required.
5. Submitting a performance plan for each task order detailing inspection activities and schedules for government acceptance.

Period of Performance
The contract has a period of performance consisting of one base year followed by four one-year optional periods. There is also an option to extend the contract by an additional six months if needed.

Place of Performance
The work will be performed at the Bubiyan Fanar Maritime Traffic Control Center (MTCC), located approximately 30 nautical miles off the coast of Kuwait City.
