SYNOPSIS: The U.S. Army Corps of Engineers (USACE), Transatlantic Division, Middle East District (TAM) will host a JOC Pre-Solicitation Conference specifically for the subject JOC acquisition on 10 April 2019. The Pre-Solicitation Conference specific time and location will be determined and announced at a later date.

The Pre-Solicitation Conference will focus on explanation of the anticipated structure of the JOC for which a solicitation will soon be issued, and the Government's requirements under the solicitation. Presentations will cover future design and construction work that the Kuwait JOC may be used to support, USACE's general expectations of JOC proposals, and what the selected awardee is ultimately required to perform under the contract.

PURPOSE: This JOC Pre-Solicitation Conference is being held to advise interested firms about the opportunity to compete for a new JOC to support USACE's construction mission in Kuwait. In addition, the event may allow interested firms to begin discussions about partnering to develop teams to compete for the JOC contract as joint ventures or with major subcontractors.

The event is directly associated with the planned solicitation for and award of an Indefinite Delivery, Indefinite Quantity (IDIQ) JOC that is anticipated to be used to award orders for projects in Kuwait. Projects may include miscellaneous minor construction, renovation/rehabilitation, and maintenance and repair at various sites throughout Kuwait, often located on military installations. The JOC is to be an IDIQ contract that includes a comprehensive collection of detailed repair, maintenance, and minor construction task descriptions or specifications; units of measure; and pre-established unit prices for all discrete tasks. Each task order under a JOC is comprised of pre-described, pre-priced tasks listed in the Kuwait JOC Unit Price Book (UPB). The prices included in a JOC UPB include direct material, labor, and equipment costs, but not indirect costs or profits, which are addressed in coefficient(s) that are included in contractors' price proposals. Coefficients are adjustment factors proposed competitively by prospective contractors, prior to award, that are used to adjust the unit prices stated in the UPB to cover the contractor's operating costs and profit.

It is the Government's intent to make a single JOC award, under a single solicitation, on the basis of full and open competition. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 236220 (Commercial and Institutional Building Construction). Offerors may be individual firms, joint ventures, or partnerships, and prime offerors may propose teams including committed subcontractors to augment their qualifications for award.

The contract dollar range is estimated between $25,000,000 and $100,000,000 with an anticipated period of performance of five years consisting of one base year and four option years. Orders awarded under this contract will generally be $2M or less.

Companies are limited to a maximum of three (3) representatives as space is limited. Attendance at this Kuwait JOC Pre-Solicitation Conference is voluntary. Kuwait JOC Pre-Solicitation Conference participation is not required to participate in the anticipated JOC acquisition.
