Description

The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Kohler Emergency Power Generators and Transfer Switches for the National Logistics Support Center in Grandview, MO. The Government intends to make an award to the responsive responsible small business quoter providing the best value in accordance with FAR 13.106- 2(B) (3). This is a brand name requirement and a total small business set-aside.

Brand name Justification:
This is a brand name acquisition for Kohler Power Systems brand, 12 KW emergency power generators (EPG) and associated power transfer switches. These EPG's and transfer switches are used at NOAA Weather Radio transmitter field sites for emergency power backup, in cases where commercial power sources become unavailable. These EPG's and transfer switches will be procured on a firm fixed price basis, from a pool of distributors who can supply this item from the manufacturer, Kohler Power Systems. The 12RES-QS11 Emergency Power Generators and KCS-CP1Automatic Transfer Switches are required because the units being procured must be form, fit, function and environmentally compatible with the many other identical Kohler EPG's and transfer switches already installed at fielded NWR sites.

DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that issued to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov). Work Details
The contract requires the procurement of the following items:
1. **Kohler 12RES-QS11 Emergency Power Generators**
- Quantity: 9 units
- Specifications: 12 kW, configured for 120/240 volt, 60 Hz single phase power. Each generator must include part number PA-290275 Natural Gas strainer and part number 701-187-92-SA literature kit. The generators shall not include a startup battery, which will be purchased separately. A startup battery charger must be included. External packaging must be marked with NWS Agency Stock Number (ASN) B350-EGS12-NWR.

2. **Kohler KCS-DFND-0070S Automatic Transfer Switches**
- Quantity: 9 units
- Specifications: Each transfer switch must include part number GM115277-KP literature and overhaul kit, configured to work with the specified emergency power generators. External packaging must be marked with NWS Agency Stock Number (ASN) B350-ATS12-NWR.

3. **Shipping/Freight Costs**
- Quantity: 1 Lot for shipping of the generators and transfer switches.

Period of Performance
All generators and automatic transfer switches shall be delivered no later than 8 months after contract award, with a specific delivery date of May 16, 2025.

Place of Performance
All units are to be delivered to the National Logistics Support Center (NLSC), located at 14200 Merritt Road, Grandview, MO 64030.
