Key Largo: Small Boat Haul Outs

Background
The National Oceanic and Atmospheric Administration (NOAA) is issuing this solicitation for the annual haul-outs of a group of vessels based in the Florida Keys National Marine Sanctuary (FKNMS) located in Key Largo, FL.
The goal of this contract is to ensure that the vessels are maintained and serviced properly to support NOAA's mission in marine conservation and management.

Work Details
The contractor will be responsible for the following tasks:
1) Secure, pressure wash, block, and lay days for each vessel;
2) Remove the vessel from the trailer to allow full access to the bottom for cleaning;
3) Pressure wash and scrape to clean the bottom of the hull above the waterline, including cleaning of engine lower units, stern platform supports, and thru-hull fittings without damaging existing bottom paint;
4) Strip and replace bottom paint by removing all existing anti-fouling coating on the underwater hull;
5) Ensure that all work performed meets or exceeds current requirements of ABYC and USCG (Subchapter T);
6) Provide a Condition Found Report (CFR) if defects or damage unrelated to work tasks are discovered;
7) All welding must be performed by certified welders with appropriate certifications;
8) The contractor must provide all facilities, labor, materials, tools, and services required to complete the work;
9) Coordination of work schedules is essential to avoid delays.

Period of Performance
The period of performance for completing all work on all vessels is from November 1, 2024 through February 28, 2025.

Place of Performance
All work will be performed at the contractor’s facility located less than 100 miles from 95230 Overseas Highway, Key Largo, FL 33037.
