This is a justification for an exception to fair opportunity in accordance with FAR 16.505(b)(2)(i)(B) for Microsoft, Secure Productive Enterprise (SPE) licenses. This justification is to modify an existing order issued under the National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement (NASA SEWP V) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract.
