Justification for an Exception to Fair Opportunity FAR 16.505(b)(2)(ii)(B)

Background
The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) Information Technology Acquisition Center (ITAC) has prepared a Justification for an Exception to Fair Opportunity (JEFO). This justification is related to the increase in value of the DHS Enterprise Cloud – Amazon Web Services (DEC-AWS) Task Order 70RTAC24FR0000054, which supports the Solutions Development Directorate (SDD) Headquarters without considering other awardees under the First Source II (FS II) Indefinite Delivery Indefinite Quantity (IDIQ) contracts.

Work Details
Task Order 70RTAC24FR0000054 provides AWS services for SDD under the Office of the Chief Information Officer (OCIO). The services support DEC, an enterprise government cloud environment aimed at standardizing cloud adoption and enabling cross-department collaboration. AWS functions include software development, functional quality testing, user acceptance testing, performance testing, and disaster recovery. Specific AWS services required include:

- FSx
- Elastic File System
- CloudWatch
- Direct Connect

The period of performance for Task Order 70RTAC24FR0000054 is from July 16, 2024 to July 15, 2025.
