Justification: Cosponsored FFRDC Contract with MITRE

Background
The Department of Commerce (DOC) requires the unique expertise and professional consulting services of the CEM/MITRE Federally Funded Research and Development Center (FFRDC). The goal of this contract is to maintain essential engineering, research, and development capabilities that are critical for DOC's mission and operations. The CEM/MITRE FFRDC has a long-standing history with DOC, providing vital support through accumulated sensitive organizational, programmatic, and performance data.

Work Details
The contract encompasses various task areas including:

1. Investment and Resource Management Oversight - Consultation to ensure schedule, cost, and performance baselines are established and monitored.

2. Program and Project Management - Facilitation of governance, program management, cross-project integration, performance monitoring, financial management, cost control, and project management.

3. Cost and Program Analysis - Conducting cost estimates and analyses along with program evaluations.

4. Business and Data Analysis - Managing analytical tools to track performance, assess trends, and identify opportunities for export enforcement.

5. Business Process Analysis Support - Reviewing business processes to ensure they meet critical business goals.

6. Strategic Management Support - Providing strategic planning support to executive decision-makers involving mission strategy and transitional change management.

7. Evaluation and Audit - Assessing contractor performance, independent verification, risk management, conformance to requirements, systems analyses, business process analysis, and cost analysis.

8. Risk Management - Conducting assessments to identify and manage risks in technology, performance schedules, product delivery, etc.

9. Conformance Tracking - Auditing projects for adherence to standards and validating compliance with accepted practices.

10. Systems Analyses - Evaluating long-range strategic plans considering technology advances and available resources.

11. Research and Development - Conducting independent research including technology adoption and cross-agency integration analysis.

12. Technical Management Support - Providing technical guidance, expert advice on logistics support operations.
