Description

USASAC was received for a modification to W91CRB-19-D-0028 P00009 for the purpose of increasing the Contract ceiling. The modification was requested due to a surge in requirements for the repair of engine parts due to the Army Depots no longer repairing these items. As part of the Market Research requirements for the J&A, a Request for Information (RFI)/Sources Sought was posted on SAM.gov. on 19 December 2022 with five (5) responses. Post the RFI process, a Notice of Intent to Sole Source was posted on SAM.gov on 29 December 2022 with no responses.

Background
The modification to contract W91CRB-19-D-0028 P00009 is being requested by USASAC due to a surge in requirements for the repair of engine parts, as the Army Depots are no longer repairing these items. The justification for the modification is based on the need to sustain Foreign Military Sales (FMS) standard and non-standard military assets for the Army Security Assistance Enterprise (ASAE). The incumbent contractor, SKLS, is the only responsible source capable of meeting the requirements within necessary timeframes.

Work Details
The scope of work includes program management and technical support to sustain FMS standard and non-standard military assets for the Army Security Assistance Enterprise (ASAE). This involves repair, maintenance, system modifications, inspections, calibrations, tests and evaluations, engineering design and analyses, and preparation for return to the customer. The total value of the modification will increase the base IDIQ ceiling. The requested amount is derived from the Independent Government Estimate (IGE) based on known requirements from now through September 2023.

The period of performance for this contract modification extends from now through September 2023.
