Justification and approval for other than full and open competition (J&A) for the contracting of a Chief Accountant for USAID/Afghanistan

Background
This justification and approval document is for the contracting of a Chief Accountant for USAID/Afghanistan. The request is made under the Expedited Acquisition and Assistance Procedures (EPP) for Afghanistan, which was approved on December 9, 2021, and extended through December 8, 2025. The aim is to secure a follow-on United States Personal Services Contract (USPSC) to provide high-level financial management support in accounting.

Work Details
The selected contractor will serve in a unique and highly specialized senior role, providing expertise on various accounting and financial systems, including the Agency's integrated automated financial system (Phoenix). Responsibilities include executing budget, accounting, and payment functions for the Mission’s complex program and operating expense portfolio.

Specific tasks include:
- Managing daily operations of financial management systems;
- Planning, directing, and administering comprehensive accounting and budgeting systems;
- Assisting technical teams with improved financial management systems;
- Overseeing the Mission’s annual Federal Managers’ Financial Integrity Act (FMFIA) assessment;
- Ensuring compliance with reporting requirements;
- Providing expert advice on foreign assistance financing.

Period of Performance
Performance will commence around October 2024 upon completion of onboarding processes. The contract includes a base period of one year with two option years.

Place of Performance
The place of work for this position is continental United States (CONUS).
