Background
The U.S. Army Cadet Command JROTC Program has been conducting Drill and Ceremony with its Cadets for over a century. Currently, approximately 1,701 of the 1,744 Army JROTC units actively participate in this program, involving nearly 30,000 Cadets across four levels of competition: local/school district, Brigade, Army Nationals, and All Service Nationals.

Each unit is authorized to have 45 drill rifles. However, more than 50% of the existing drill rifles in the USACC JROTC inventory were purchased nearly six years ago and do not meet the current competition quality standards due to advancements in composite stock materials.

Work Details
The contract involves the procurement of the following items:

1. **Black Drill Rifle**
- Quantity: 7,225 Each
- Unit Price: FFP (Firm Fixed Price)
- Specifications: Must meet match grade class standards suitable for drill competitions.

2. **Sling**
- Quantity: 12,054 Each
- Unit Price: FFP
- Note: Materials must comply with the requirements of 10 U.S. Code § 2533a (Berry Amendment).

3. **Butt Plate**
- Quantity: 11,287 Each
- Unit Price: FFP
- Specifications: Must be compatible with the drill rifles.

All items must be consolidated and palletized with all accessories as a single unit for delivery. The contractor is responsible for notifying the USACC G-4 POC within two business days if any equipment is returned due to delivery failure and must coordinate immediate redelivery or shipment.

Period of Performance
All equipment fulfillment and shipment to final destinations under this contract shall occur within 30 days after award.

Place of Performance
Deliveries will be made to multiple locations as specified in the Consolidated Delivery Addresses listing at Fort Knox, KY.
