Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction FAR Subpart 16.5, Indefinite-Delivery Contracts (IDC) as an Indefinite-Delivery Indefinite-Quantity contract (IDIQ) and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-01.

The associated North American Industrial Classification System (NAICS) code for this procurement is 519130, with a small business size standard of 1,000 employees.

The NIEHS, Durham, NC is seeking to purchase Journal Copyediting & Page Composition for the Environmental Health Perspectives.

All interested companies shall provide quotations for the following:

Services

Journal Copyediting & Page Composition for the Environmental Health Perspectives as described in the Performance Work Statement (PWS) (Attachment 1).

The IDIQ Ordering Period will be 5 (five) year from the date of award.

Service shall be performed as ordered by the Contracting Officer Representative (COR).

Award shall be made to the quoter whose quotation offers the best value to the government, considering technical capability, past performance, and price with Technical Capability being of paramount importance. Evaluation criteria is listed in order of importance. All evaluation factors other than price, when combined, are significantly more important than price.

Technical Capability

Quoters must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required.

The following contract clauses apply to this acquisition:

All quoters shall submit the following: one copy of quote via e-mail.

All quotations shall be sent to the Contracting Officer, Christopher Fisher, via e-mail at Christopher.fisher@nih.gov.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a single Indefinite Delivery Indefinite Quantity Requirements contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes shall include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

Quoter shall list exception(s) and rationale for the exception(s).

All questions shall be submitted by 12/31/2021. Submission of quotes shall be received not later than 1/10/2022 via e-mail at Christopher.fisher@nih.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Only e-mailed quotes will be accepted.
