This notice serves to update industry regarding the release of the JTMS Implementation solicitation, upcoming JTMS Implementation Preproposal Conference, and notional milestone schedule.
JTMS Implementation Solicitation
The formal JTMS Implementation RFP was released via the PIEE Solicitation Module on 03 June 2024. More information can be found on SAM.gov under Notice ID: HTC71124RD001. The Government would like to express our appreciation to Industry for the extensive market research responses during acquisition planning.
JTMS Implementation Preproposal Conference
A virtual JTMS Implementation Preproposal Conference is scheduled for 13 June 2024 at 1000-1130 CT via Microsoft Teams. In order to track attendance, the Government is requesting the following information from interested parties. Prime contractors shall submit one (1) email to the JTMS Mailbox detailing the following for each individual that will be provided a personal invite from the JTMS Contracting Team (forwarding will not be an option):
- Identification of Team's Prime Contractor
- Company of the Attendee(s) (if other than the Prime Contractor)
- Email Address(es) of Attendee(s)
Note: Attendance is not limited. Please ensure any subcontractor attendance is included with the Prime Contractor's attendance request. Requests with the aforementioned information shall be submitted to the TRANSCOM Scott AFB TCAQ Mailbox JTMS: transcom.scott.tcaq.mbx.jtms@mail.mil no later than 1400 CT on 12 June 2024.

Anticipated Solicitation Release Update
This notice serves to update industry regarding the release of the JTMS Implementation solicitation. Due to timing and scheduling constraints, the virtual pre-solicitation forum referenced in the 10 May 2024 update below will not be held in a live/virtual presentation. In lieu of a live presentation, please see the attached slides entitled 2024.05.30 RFP Update. This presentation serves to summarize the changes between the October 2023 draft solicitation and the pending final solicitation. Formal release of the solicitation is anticipated for the week of 03 June 2024.

Anticipated Solicitation Release Update
This notice intends to update industry regarding the release of the JTMS Implementation solicitation. We are in the final phase of coordination and will release the RFP this month. Additionally, the JTMS team plans to schedule a virtual pre-solicitation forum to socialize changes to the solicitation. If you are interested in attending, please send an email to transcom.scott.tcaq.mbx.jtms@mail.mil. The input from industry last November, along with guidance from our agency and OUSD has led to changes in the RFP. We continue to do our best to update industry and engage when we have information available to share. We appreciate your continued interest in the JTMS program.

Draft JTMS Bidders Library Access
USTRANSCOM has made the draft JTMS Bidders Library available prior to solicitation release. The documents are located on SAM.gov, JTMS Presolicitation Notice ID HTC71124RD001, and are CONTROLLED ACCESS ONLY. Individuals requesting to access the draft JTMS Bidders Library are required to sign the NDA attached and return to the TRANSCOM Scott AFB TCAQ Mailbox JTMS: transcom.scott.tcaq.mbx.jtms@mail.mil. An NDA must be submitted for each individual accessing the files; however, one company POC may request access for multiple company individuals, provided they submit all NDAs in the request. Once the NDA(s) has/have been signed and returned to the JTMS mailbox, an access request for the controlled files may be submitted in SAM.gov. See the attached, How-to Access JTMS Bidders Library, document containing additional information for gaining access to the controlled, draft JTMS Bidders Library. Access to requests may take up to two (2) business days to process. The draft JTMS Bidders Library is made available for PLANNING PURPOSES ONLY. Industry is advised the Government may add, remove, and/or revise any and/or all of the JTMS Bidders Library when issuing the formal solicitation.
NOTE: The Bidders Library is a collection of documents for interested offerors to reference and review for the JTMS Implementation solicitation. It is offered for informational purposes only and is not intended to be a comprehensive library. Offerors are advised many of these documents are considered living documents to be continually updated through the JTMS implementation and may be used for proposal development at the offeror's own risk. The version made available in the Bidders Library may not be the most current and may not represent the current state off the program. In the event of discrepancies between the information included in the Bidders Library and the RFP, the RFP shall take precedence.

Anticipated Solicitation Release Update
This update intends to notify industry on the anticipated solicitation release for the Joint Transportation Management System, hereafter referred to as JTMS. The revised, anticipated date for solicitation release is on or around 22 April 2024, via the Procurement Integrated Enterprise Environment (PIEE) Solicitation module. A draft bidders' library is expected to be made available prior to solicitation release on or around 01 April 2024.

This presolicitation notice serves as notification to industry of the upcoming solicitation for the Joint Transportation Management System, hereafter referred to as JTMS.
The JTMS requirement will transform the Joint Deployment and Distribution Enterprise to close operational, financial management, and auditability gaps. This objective shall be accomplished by implementing a single, integrated system by leveraging commercial software to conduct transportation, financial, and logistical operations for approximately 36,000 users. The services and capabilities under the JTMS contract will provide for procurement of the materiel solution, business process reengineering support, integration, deployment, and sustainment of the JTMS. The JTMS will operate on both classified and unclassified networks.
The United States Transportation Command Directorate of Acquisition intends to solicit and award a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The contract will allow for multiple contract types when executing task orders to include Fixed Price (many variations), Cost (many variations), Time and Materials, and Labor Hour. The JTMS ID/IQ will have a 10-year period of performance (one five-year base period and one five-year option) beginning on or around 15 April 2025. This requirement will be solicited as full and open utilizing North American Industry Classification System (NAICS) 541512 - Computer Systems Design Services, which has a size standard of $34 million. The anticipated Product Service Code (PSC) is DA01, IT and Telecom- Business Application/Application Development Support Services.
The anticipated date for solicitation release is on or around 31 March 2024, via the Procurement Integrated Enterprise Environment (PIEE) Solicitation module. All responsible sources may submit a bid, proposal, or quotation which shall be considered by our agency. If your company is intending to submit a proposal in response to the JTMS requirement, please notify our office via transcom.scott.tcaq.mbx.jtms@mail.mil. This information will assist our office in developing the truest timeline for source selection. A bidders' library is expected to be made available prior to solicitation release. A separate notice will be made available containing details for access to bidders' library on or around 01 March 2024.
