Joint Standoff Weapon (JSOW) AGM-154C-1 Conversion to AGM-154C   2

The Naval Air Systems Command (NAVAIR) intends to award a sole source Basic Ordering Agreement (BOA) Order to Raytheon Missile Systems, Tucson, AZ for conversion of USN AGM-154C-1 assets into AGM-154C configuration. It is anticipated that the resultant Order shall be Firm-Fixed-Price (FFP) and Cost Plus Fixed-Fee (CPFF). The requirement consists of the development of a technical data package (TDP) and conversion of JSOW AUR AGM-154C-1 into JSOW AUR AGM-154C variants. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. These acquisitions are being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(C)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete these efforts is solely within the discretion of the Government.

GENERAL INFORMATION: The JSOW weapon incorporates unique hardware and software design elements that cannot be satisfied by commercial off-the-shelf components. Raytheon Company has the knowledge, experience, and access to the technical data necessary to fulfill the Government's need and meet its scheduled requirements of these weapons systems since the early 1990's. Accordingly, Raytheon is the only know qualified, responsible source that can fulfill the requirements specified herein.
