The Solicitation Closing Date for the JLCCTC Solicitation has changed from 2:00pm on 12 August 2019 to 2:00pm on 14 August 2019. No additional extensions will be given and no additional questions will be accepted or answered. Any changes to the Request for Proposal (RFP) based on the Questions and Answers are stated in Attachment 0001 and are reflected in the RFP W900KK-19-R-0079, Amendment 0001. Comments and questions submitted prior to this time will be accepted and are highly encouraged. Questions and Comments via phone will NOT be accepted. The Army Contracting Command-Orlando (ACC-ORL) has a requirement from the Program Executive Office for Simulation, Training, & Instrumentation (PEO STRI), Project Manager Integrated Training Environment (PM ITE) to procure software development, design, integration, test, fielding, installation, management, documentation, Post Deployment Software Support (PDSS), Pre-Planned Product Improvements (P3I), and delivery of the Joint Land Component Constructive Training Capability (JLCCTC).

JLCCTC is the Army's constructive simulation toolkit, supporting Army Title X training worldwide for Army Commanders and their staffs. JLCCTC supports institutional and operational unit training for both Active Component (AC), Reserve Component (RC) and Army National Guard (ARNG) units providing capabilities across the range of warfighting functions. JLCCTC is a software modeling and simulation (M&S) capability that is configurable to any combination of M&S as required by training exercise intent/design. JLCCTC is fielded to about 40 fielding sites worldwide including Mission Training Complexes (MTCs) facilities, Training and Doctrine Command (TRADOC) facilities, and other customer locations as required. As such, this acquisition requires services to be performed worldwide.

All comments and questions shall be submitted via email using the Question/Comment form embedded in Section L Attachments as a RFP Attachment L1. All Offerors will be vetted by PEO STRI G2. Offerors not approved by PEO STRI G2 will not receive the information.

8 June 2019 Update:
Description:

On behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) and the Army Contracting Command (ACC) Orlando is issuing this synopsis IAW the requirement at FAR Subpart 5.2 Synopses of Proposed Contract Actions. The Government intends to award a contract for the Joint Land Component Constructive Training Capability (JLCCTC) program.

The Government intends to issue a Cost Plus Fixed Fee (CPFF), Cost Reimbursable (CR), Cost Plus Incentive Fee (CPIF), and Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) service contract. To be awarded to a single offeror using a Best Value/ Trade-off system. The period of performance (PoP) will be 10 years. The U.S. Government's determination is the JLCCTC contract shall be competed under a Single Award IDIQ, Full and Open Competition. The North American Industry Classification System code is 541512. The Product/Service Code is D302. The solicitation for this procurement is W900KK-19-R-0079. The solicitation will be posted to the Federal Business Opportunities website by the end of June 2019/early July 2019. The closing response date will be 45-60 days after posting of the solicitation.

The JLCCTC Recompete team is currently resuming activities. The Government will resume reviewing the Questions/Comments provided to the DRFP. Based on the Questions/Comments and information from Industry, a Pre-Solicitation conference will not be held. The Final RFP will be released late 3rd quarter/early 4th quarter FY 19, approximately around the June/July 2019 timeframe. The United States Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has conducted market research regarding its requirement to develop, field, and support JLCCTC, an ACAT II M&S program that contributes to the Army Training Mission Area, by providing the appropriate levels of resolution and fidelity to support unit collective and combined arms training. The target Training Audience (TA) for this capability is the commander and their staff. As the Army's constructive simulation product suite, JLCCTC supports the institutional and operational unit training, for both active component, National Guard and reserve component units, providing the capabilities needed to support the Full Range of Military Operations. These operations include Offensive, Defensive, and Stability/Civil Support. The U.S. Government's determination is the anticipated JLCCTC contract shall be competed under Full and Open Competition.

This is a DRAFT Solicitation and serves as a mechanism for comments and recommendations from industry to be submitted regarding the PEO STRI JLCCTC requirement. The intent of this DRAFT Solicitation is to allow an exchange with industry in the form of questions, comments, suggestions, and corrections regarding perceived unnecessary or inefficient requirements. Potential Offerors should not rely upon the Draft RFP in developing their final proposed approach, because the final RFP is likely to differ from the draft. Potential Offerors are encouraged to comment on all aspects of the DRAFT Solicitation and identify unnecessary or inefficient requirements for the JLCCTC effort that may significantly improve the final solicitation.

A Pre-Solicitation Conference is tentatively set for the second quarter of Fiscal Year 2019. More information will be provided at a later date.
