The purpose of this contract is to provide professional support services in support of the National Guard Bureau (NGB)-J6 for Joint CONUS Communication Support Environment (JCCSE) 2.0 / Chief Data Officer (CDO) / Chief Information Officer (CIO) Support Services. The NBJ-J6 has an ongoing requirement for professional support services to augment non-inherently governmental functions that exceed its organic capabilities.

The National Guard Bureau (NGB) establishes procedures, provides resources and guidance, and makes recommendations on all subjects for supporting joint military, Combatant Command (COCOM), interagency, intergovernmental, and Joint Force Headquarters-State (JFHQ-State) preparation, response, coordination, and recovery for the Homeland Defense HD and Civil Support mission. The NGB is involved in all aspects of emergency response, collaborating with Federal, State, Local and Tribal agencies in carrying out its response.

The National Guard (NG) J6/CIO Directorate is actively engaged every day to help shape IT activities and support the unique mission requirements of the National Guard. The directorate represents the National Guard command, control, communications, and computer/cyber requirements validation and capability development processes will ensuring interoperability. To further this effort the NGB CIO/J6 promulgates policy/governance and provides functional expertise to the Chief, of the National Guard Bureau (CNGB) to shape the Joint Information Environment (JIE) in support of the 54. NGB CIO/J6 IT initiatives align with the Department of Defense (DoD) strategic initiatives and IT reform programs.

Background

Work Details
The purpose of this acquisition is to provide structured problem solving, operations research techniques, emerging data science/analytics skills, functional and mission level analysis, and an understanding of the DoD, Army, and Air Force data strategies, technologies, tools, techniques, and procedures to the offices of the CDO and CIO. The consolidation of these requirements will provide the NGB’s CDO and CIO offices with a cohesive and centralized means of JCCSE strategic planning, cybersecurity, IT support, Executive (Exec) administrative (admin) support, cloud migration resolutions. This will be accomplished by combining the CIO support services and CDO data science and analytics support for a single strategic analysis across the NGB.

Period of Performance
Anticipates award of a single contract with Firm-Fixed-Price (FFP) with one 12-month (one-year) base period, and four one-year (12-month) option periods, and up to a six-month extension in Services.
