Notice of Intent to Award Sole Source

The 673^rd Contracting Office intends to award a sole source contract, as authorized by 10 USC 2304(c)(1), only one responsible source, and implemented by FAR 6.302-1(b)(3), to Municipal Light & Power (ML&P) for electric utility services for the Richardson side of Joint Base Elmendorf-Richardson (JBER) Air Force Base, Alaska. This firm fixed price contract will be in accordance with RCA approved Tariff Schedule 770 and for a period of not to exceed 12 months from the effective date of the contract. The current contract that provides power to JBER (Ft Richardson annex) expires on 14 June 2019. The sole source determination was based, in part, on the proposed sale of incumbent ML&P to Chugach Electric Association (CEA). Based on the Government's market research, the sale of ML&P to CEA will significantly impact the competitiveness of the power market, and thus, the Government's acquisition approach to the follow-on electric utility service contract for the base. This is a bridge action to provide more procurement lead time for the Government to properly consider the pending merger of the two utility service providers and to determine the best acquisition approach. In the meantime, it is impractical for other utility service competitors to successfully coordinate the regulatory processes and receive approval in time to provide power to JBER by 15 June 2019. This is not a request for competitive proposals and no solicitation package is available at this time.
