JEFO 24-911 BLS for CAMP As Sayliyah Qatar

Background
The U.S. Department of State (DoS) is seeking to continue Base Life Support (BLS) services at Camp As Sayliyah (CAS), Qatar, in support of the Enduring Welcome (EW) Mission and Onward Integration Operations for Afghan Special Immigrant Visa (SIV) applicants.

CAS serves as a processing and holding center for Afghan guests who are being vetted for immigration benefits to the U.S. The operation provides essential services to these individuals while they await resettlement.

Work Details
The contract requires specialized and critical BLS support services at CAS, including: shelter and billeting, food service operations, power/electricity supply, bulk water sourcing and production, medical services, dental services, pharmacy support, hazardous waste management, and fire protection services.

The operation supports the International Office for Migration (IOM) and U.S. law enforcement agencies in processing Afghan refugees. The mission includes conducting full immigration medical panels, controlled interviews/screening by DoS, and biometric screenings. Guests receive comprehensive care including food, shelter, immunizations, medical care, education, and training.

Period of Performance
The performance period will extend beyond the current timeline to ensure continued support during the transition from DoD to DoS operations.
