Janitorial Services at the American Embassy Office Building in Moscow, Russia

The Regional Procurement Support Office in Frankfurt, Germany intends to issue an RFP and award a Firm-Fixed Priced type contract during the second quarter of calendar year 2023.

The U.S. Embassy in Moscow, Russia, requires professional Janitorial services to furnish managerial, administrative, direct labor personnel and all necessary janitorial equipment, expendable supplies and cleaning chemicals to accomplish all work required in the solicitation. The successful Contractor shall be responsible for performing janitorial services within designated spaces, all Compound Access Control, New Office Annex and concourse areas. The approximate total is 25,595 square meters excluding workshops area.

It is anticipated that there will be one (1) Base Year and four (4) Option Years. RPSO intends to issue the solicitation package in April 2023, with a pre-proposal conference and site visit to be announced at a later date. Contract award is expected in August 2023, with a possible contract start date on September 20, 2023.

In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Russia:

a. A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration;

b. Details of your findings and a description of what your organization will actually be required to undertake to obtain licensing; and

c. Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization.

You will be required to provide information that clearly shows you are able to perform work in the country of Russia and conduct business there, taking into consideration any current COVID-19 related restrictions and the cost of compliance with any quarantine requirements. Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified.

Contract award can only be made to a contractor who is registered in System Award Management (SAM).

Failure to provide the above documentation when submitting your proposal may result in your proposal being found technically unacceptable and removed from the competition without further discussions.
