The Network Contracting Office-8, Orlando Veterans Affairs Healthcare System, intends to solicit and award for Mobile Command Center Trailer (MCCT) Repair & Retrofitting, for the Orlando Veterans Affairs Healthcare System facility in Orlando, Florida. The performance period for this contract will be from the date of award to the date of completion. The primary North American Industry Classification System (NAICS) for this requirement is 811121, with a related small business size standard of $9 Million dollars. The proposed action is for a Firm-Fixed-Price (FFP) Purchase order, Small Business set aside. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04, 03-23-2024. Background
The Network Contracting Office-8, Orlando Veterans Affairs Healthcare System, intends to solicit and award for Mobile Command Center Trailer (MCCT) Repair & Retrofitting, for the Orlando Veterans Affairs Healthcare System facility in Orlando, Florida. The proposed action is for a Firm-Fixed-Price (FFP) Purchase order, Small Business set aside.

Work Details
The main objective of this procurement is to provide a Repair and Retrofit / Modernization solution for the MCCT that would update and increase the Command, Control, and Communications (C3) capabilities to include Situational Awareness, Telecommunications/Network, and Video Teleconferencing. The services rendered shall accommodate future upgrades and expandability and be functional in austere environments. The Contractor shall ensure that energy-consuming products are energy-efficient products at the time of contract award where applicable.
The Mobile Command Center Trailer (MCCT) has been in service since 2013. The contractor shall achieve results including but not limited to repairing/replacing external and internal structure and components of the MCCT as needed, implementing a retrofit/modernization plan for existing internal and external equipment of the MCCT to improve multi-mission tasks of the VA, and installing a newly designed wrap for the MCCT upon completion of the first two objectives.

Period of Performance
The performance period for this contract will be from the date of award to the date of completion. This contract performance shall start within 30 days after the date of award and be completed no longer than 365 days after the date of award.

Place of Performance
The contractor is responsible for transporting the MCCT to their facility prior to the start of work and returning it to 5201 Raymond Street, Orlando, FL 32803, upon completion.
