This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested SDVOSB must be listed as verified on the Vendor Information Pages (VIP) database located at www.vip.vetbiz.va.gov/ in order to receive contract awards under the Veterans First Contracting Program. Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for: Fire Alarm and Suppression Systems for the Central Texas VA Health Care System in accordance with the Statement of Work. Proposed PERIOD OF PERFORMANCE: Base year only: 04/01/23 to 03/31/24. Offeror shall submit offers directly via email to Jose Campa, Contract Specialist, at Jose.Campa@va.gov. Subject line of e-mail shall be Quote 36C25723Q0271 - Fire Alarm and Suppression Systems by Due Date/Time specified in Block 8 of the Standard Form (SF) 1449 of the solicitation.
Background
The contract is for providing comprehensive life safety fire alarm and suppression systems inspections and testing for the Central Texas Veterans Health Care System (CTVHCS), Temple and Waco campuses. The contract includes a Base Year with the possibility of four Option Years. The normal work hours are Monday – Friday, 7:00 a.m. to 4:30 p.m., excluding federal holidays.

Work Details
The tasks include quarterly, semi-annual, annual, and five and six-year testing requirements of all life safety systems, such as fire alarms, suppression systems, fire sprinklers, won doors, fire curtains, pre-action, deluge, wet/dry systems, fire pumps, back flows, FDC, valves, kitchen suppression, gaseous or clean agent systems, hydrants, back flows, main drains, PIV's, hydrants, standpipes, jockey pumps, antifreeze loops, high/low level alarms, water flows and tampers. The contractor is required to provide the necessary number of capable and licensed employees to properly perform and complete all work required under the terms of the contract. Licensed Personnel performing maintenance repair and testing shall be factory trained on the systems they are working on.

Period of Performance
The contract shall include a Base Year from April 1, 2023 through March 31, 2024 with the possibility of four Option Years extending until March 31st of each subsequent year up to 2028.

Place of Performance
The contract will be performed at the Central Texas Veterans Health Care System (CTVHCS), Temple and Waco campuses.
