Description

Engineering Services Requirement for support of Tactical Networks (TACNET) In Service Engineering Agent SSC Pacific's Afloat Networks Branch requires a contract for support services to provide sustainment support of integrated afloat and ashore tactical networks. Specifically, SSC Pacific performs In-Service Engineering Agent (ISEA) support, technical and engineering assistance, design analysis support, network information assurance accreditation, installation, integration, sustainment, and Life Cycle Support (LCS). The primary systems and efforts to be supported include: (1) Integrated Shipboard Networks System (ISNS), (2) Automated Digital Network System (ADNS), (3) Combined Enterprise Regional Information Exchange System Maritime (CENTRIXS-M), (4) Submarine Local Area Networks (SubLAN), (5) Sensitive Compartment Information Networks (SCI Networks), and (6) Consolidated Afloat Networks Enterprise Service (CANES). This acquisition is a follow-on procurement to the current contract of the same name: Tactical Networks In-Service Engineering Agent. That contract, N66001-15-D-0341, was awarded on 26 September 2015 to SAIC. Historically, this contract has supported over 200 urgent Casualty Reports (CASREP) task orders per year within a short response deadline. The NAICS code for this procurement is 541330, and the service code is J059. For this requirement, SSC Pacific posted a market survey to determine small business capability on SPAWAR E-Commerce Central on 27 April 2016, reference number MKTSVY- 11C2D6. Based upon evaluation of the responses to the market survey, SSC Pacific intends to compete the full scope of the requirement on an unrestricted basis (i.e., a full and open competition). The full scope of the requirement is described in the Performance Work Statement. The SSC PAC Small Business Office (SBO) concurred with the acquisition strategy decision. SPAWAR Systems Center Pacific intends to issue a solicitation (RFP N66001-16-R-0118) for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Government reserves the right to make award to a single offeror or multiple offerors. The CLIN structure will include Cost Plus Fixed Fee (CPFF) CLINs for engineering services as well as cost reimbursement type CLINS for Other Direct Costs (ODC) and cost reimbursement CLINs for materials. The proposed contract is expected to have a base period of three years, followed by two additional option years, for a total maximum ordering period of five years for continued mission support. The ODC and material CLINs will be non-fee bearing. The annual estimated level of effort is 541,497 hours. NAICS Code is 541330. This requirement will be fulfilled via open competition.
