Tactical Networks In-Service Engineering Agent   2

The Space and Naval Warfare Systems Center, Pacific (SSC Pacific) in support of Afloat Networks Branch, Code 41250 has identified a requirement for support services to provide sustainment support of integrated afloat and ashore Tactical Networks. These networks consist of Integrated Shipboard Networks System (ISNS), Automated Digital Network System (ADNS), Combined Enterprise Regional Information Exchange System Maritime (CENTRIXS-M), Submarine Local Area Networks (SubLAN), Sensitive Compartment Information Networks (SCI Networks), and Consolidated Afloat Networks Enterprise Service (CANES). The support will include at a minimum the following areas: management, engineering, technical, Integrated Logistics Support (ILS) and Configuration Management. This acquisition is a follow-on procurement to N66001-12-D-0156, which was awarded to Science Applications International Corporation on 26 September 2012. Acquisition planning began in May 2014. A market survey to determine small business capability was posted on SPAWAR E-Commerce Central on 23 June 2014. After thorough review of the small business respondents' capabilities, SSC Pacific intends to solicit the requirement using full and open competition. SSC Pacific evaluators found limited small business capability to perform the tasking in the Performance Work Statement. Furthermore, the highly interrelated nature of the tasks would make a total or partial small business set aside infeasible. SPAWAR Systems Center Pacific intends to issue a solicitation (RFP N66001-14-R- 0033) for a single award, Indefinite-Delivery, Indefinite-Quantity (IDIQ), cost reimbursement type contract for services and Cost. CLIN structure will include cost reimbursement type CLINS for Other Direct Costs as well as Cost Plus Fixed Fee (CPFF) CLINs for Engineering Services. The contract is expected to have a base period of three (3) years with no option periods for continued mission support. Other Direct Costs (ODC) will be non-fee bearing. This proposed contract has security requirements at the Top Secret level. The annual estimated level of effort is 354,853 per year with a 3 year total estimated level of effort of 1,064,559 hours. The North American Industry Classification System (NAICS) Code is 541330. This requirement will be fulfilled via full and open competition.
